In The Syndicate (2004) Nicholas Hagger described how in the 20th century a Syndicate of élitist mega-rich families levelled down the leading Western countries by promoting revolutions, wars and independence movements against their empires, and planned a New World Order and world government that would control the earth’s resources for their own benefit. In The Secret History of the West (2005) he traced the Syndicate’s roots back to secret Freemasonic organisations and revolutions that undermined the West from the Renaissance to the early 20th century. In The Fall of the West (2022), the third book in his trilogy on the West, Hagger updates the story to include the pandemic and describes how Syndicate-driven 21st-century events from the War on Terror to Covid have brought the Western financial system to the brink of collapse and shifted power from the West to the East, and China.
In this first impartial attempt to assemble all the evidence to date for the origin of Covid (like fitting together available pieces of a jigsaw to reveal the main picture) Hagger, the first to discover the Cultural Revolution in China in March 1966, finds that the three main features of Covid-19 were man-made by American NIAID-funded medics in 2002 and patented 73 times since 2008, and seem to have been surreptitiously used as a bio-weapon in a Syndicate plan to limit the rise of China and its expanding trade. A dangerous new Biological Age has been born, and the West faces being levelled down and a sudden fall. Hagger sees the post-Covid West’s dream of creating a good New World Order - a vaccine-protected democratic, presidential, part-federal world government and World State with sufficient authority to abolish war and solve the world’s post-Covid problems - as being challenged by the self-interested Syndicate’s levelling-down; and to survive, it first has to go along with the Syndicate’s plan for West and East to draw together into an authoritarian world government involving China, and democratise later. This is a thought-provoking work with a prophetic vision of the future.

Clearly, the writing is on the wall and it seems to me that The Fall of the West is a major publishing event. Its concern, no less, arising from in-depth research, is the origin of the covid-19 virus in gain-of-function laboratory research, begun in the US and continued in China, and its role in the levelling-down of the West towards an authoritarian world government — a regime such as the ‘Great Reset’ proposed by the World Economic Forum and its founder and executive chairman Klaus Schwab, under which private property would be abolished, the ‘free West’ being made considerably less free with citizens stripped of human rights and personal freedoms. This would go hand in hand with the capping of the world’s population at a ‘sustainable’ eight billion (reached in November 2022), this figure being derived from the ‘Global 2000’ and ‘Global Future, Time to Act’ US reports of 1980–81 which foresaw population rising to 10 billion by 2030 and 30 billion before the end of the century, numbers regarded as unsustainable in terms of food supply. These reports have guided US economic and foreign policy to the present day. How is the population to be prevented from increasing by two billion ‘useless eaters’, a phrase used in the reports? By ‘quotas and culls’, asks Hagger, or by nuclear war? Or by the dying off of those unvaccinated against pandemic, or those who have been vaccinated, depending upon your point of view? Gain-of function medical research alters an organism genetically to enhance biological function in ways which can increase development of a disease (virus) and its transmissibility. It’s given rise to fears about biosafety and biosecurity over accidental or deliberate release of a pathogen into the population, as well as to questions of the ethics of such research. Strangely enough, there were two ‘dress rehearsals’ for a pandemic before covid-19 arrived on the scene: ‘Lock Step’ in 2010 and ‘Event 201’ in 2019, both Syndicate-linked. The former formed part of the report Scenarios for the Future of Technology and International Development, produced by the Rockefeller Foundation and the US-based Global Business Network, and discussed how to cope with a global pandemic. ‘Event 201’, hosted by the Johns Hopkins Centre for Health Security in partnership with the World Economic Forum, the Bill and Melinda Gates Foundation and the CIA, was an exercise in preparing for a coming severe pandemic, requiring cooperation between governments, industries and international institutions. In 2017, the Johns Hopkins Centre for Health Security completed a ‘SPARS’ exercise plan — clearly extrapolated from SARS (Severe Anti Respiratory Syndrome — for 2025–28 after most of the world had agreed to a coronavirus vaccine, suggesting a rehearsal for a virus that will arrive in 2025. Hagger says the most urgent immediate policy of the West’s governments and intelligence services is to make sure the West does not fall to a new virus by 2025: it’s vital to understand what has happened to date, and how it happened, without making things worse — hence his new book. In The Fall of the West Hagger finds that the three main features of covid-19 were man-made by American medics — funded by the National Institute of Allergy and Infectious Diseases (NIAID), the Pentagon and the State Department, and patented 73 times since 2008. And that the virus was seemingly surreptitiously used as a bioweapon — perhaps during the World Military Games in Wuhan in October 2019 — in a Syndicate plan to limit the rise of China and its expanding trade. The move backfired, however, becoming a self-inflicted wound on the West, perhaps having provoked retaliation from China in allowing the virus to spread worldwide, building new missile silos, and making plans to invade Taiwan, China’s economy becoming still stronger all the while. If the case is ‘not proved beyond all reasonable doubt’, Hagger says there is enough circumstantial evidence ‘to present an extremely worrying picture indeed — the picture on the completed bits of jigsaw evidence …’ He says: ‘I am now looking at the picture and I regret to report that it shows an American lab rather than a Chinese lab responsible for the first gain-of-function research that resulted in SARS-CoV-2.’ The ‘evidence jigsaw’ he has assembled reveals ‘a possible deliberate America-Syndicate release of engineered SARS-CoV-2 in an attempt to prevent the world’s population from rising above eight billion in 2023 and to maintain it at eight billion thereafter (while setting back China’s rise to number-one superpowerdom)’. Although offensive biowarfare research was ended in the US in 1969, and both the US and China signed a treaty banning the development of bioweapons, defensive bioweapons research was, and still is, allowed. Hagger writes: ‘I can look at the picture the evidence provides from an intelligence point of view and see what is probable and state my opinion even if I am the only person in the world to reach that conclusion.’ With the Nuclear Age now being supplanted by a precarious new Biological Age, where the threat is biological warfare rather than nuclear, Hagger sees a challenge being made to the ‘post-covid West’s dream of creating a good New World Order’: ‘a vaccine-protected democratic, presidential, part-federal world government and world state with sufficient authority to abolish war and solve the world’s post-covid problems’, as he describes it — the ‘great hope’ before a nuclear or biological disaster happens. For indeed, the challenge comes from the self-interested Syndicate’s levelling-down exercise, he suggests; and to survive, the West could first have to go along with the Syndicate’s plan for West and East to draw together in an authoritarian world government involving China before democratisation can take place at a later date. In what is a massively thought-provoking work of prose, all coming finely layered with a somewhat prophetic vision of the future, Nicholas Hagger’s trilogy-ending The Fall of the West: The Story behind Covid, the Leveling-Down of the West and the Shift of Power to the East with the Rise of China is as well researched and as impeccably documented as you would ever imagine from the great man. Hagger - who is a poet, man of letters, cultural historian and philosopher, and who has lectured in English Literature at the University of Baghdad in Iraq and the University of Libya and was a Professor of English Literature at Tokyo University of Education, Keio University and Tokyo University in Japan, and who has studied Islamic and Oriental philosophy, and led a group of Universalist philosopher - has sculptured this new book as a timely warning to The West, and one that at no time shirks away from both the anger he feels toward China, but the fear he genuinely feels for all of its allies. In closing, the book is, of course, extensively informed throughout by Hagger’s still salient and comprehensive historical and political knowledge, along with his expertly crafted understanding of the working, fluid dynamics of the rise and subsequent decline of civilization as a whole. This book is the sequel to two volumes by Nicholas Hagger that I reviewed last summer – The Secret History of the West and The Syndicate, which tell the story of the political and economic dominance of small organised groups of people who have set up a number of interlinked organisations over the last 100 years to pursue their geopolitical objective of world government to advance their commercial interests. I recommend readers to consult this earlier review (PE 136, p. 56) if you have access to it before reading on, as it provides the necessary historical background to current developments. This study presents the story behind Covid, the levelling down of the West and the shift of power to the East with the rise of China. It is set out in the form of a case submission of evidence for consideration by the reader as jury. The book serves as a warning to the western world, beginning with the story of the Syndicate’s New World Order, which has recently morphed into the Great Reset. During the 20th century, the Syndicate coded by Nicholas into ‘Rothschilds’ and ‘Rockefellers’ have respectively been funding both sides of wars, and the large-scale socialist developments in Russia and China through various intermediaries – both foundations and individuals. They do not want to see a continuation of independent nation states or Pax Americana but rather a centralised authoritarian world government along the technocratic lines of the existing Chinese system. Part of their existing control system is through financing pipelines, gas and oil all over the world and through encouraging regional economic and political integration. Nicholas looks into the origins of Covid-19 and its connection with the Wuhan Institute of Virology where gain-of-function research was jointly pursued with US funding funnelled by the NIH through the EcoHealth Alliance whilst simultaneously working on vaccines - even though, as we have discovered, the coronavirus mutates rapidly to bypass existing vaccines. Significantly, mRNA coronavirus vaccine candidates developed and jointly owned by NIAID and Moderna were sent to the University of North Carolina on December 12, 2019, nearly 3 weeks before China announced Covid (the original development of the technology was funded by DARPA – in The Defence Advanced Research Projects Agency. All this forms part of a longer history of developing and patenting coronaviruses – 120 patents were issued between 2008 and 2019, as researched by Dr David Martin; and a testing method for Covid-19 was patented in 2015 (p. 87). The bottom line is that this research constitutes the deliberate development of a bioweapon – we are now living in biological or biosecurity age. The next question concerns the release in Wuhan. Nicholas assesses the lab leak theory, finding it unproven, though he presents strong evidence for a lab origin, which has also been the conclusion of various US Congressional committees. He wonders if the geopolitical idea was to frame China, remarking that they would not wish to harm their own interests, although they did enable the spread through keeping international flights open – maybe even in retaliation. Instead, he argues that the virus was strategically released as a destabilising bioweapon attack on China at the Military World Games taking place in Wuhan, where many athletes fell ill with Covid-like symptoms. At the same time, scenario planning Event 201 was taking place in New York, and its recommendations for handling a pandemic make it a chilling dress-rehearsal attended by government, intelligence, pharmaceutical and media representatives. The Chinese government has adopted more aggressive and expansionist policies since 2012, and its Belt and Road Initiative covering infrastructure and projects in 140 countries can be seen as a form of empire building (p. 130) as China seeks to project its power and influence (p. 99). President Xi has given the opening addresses at the last two World Economic Forum meetings, and the WEF is effectively a Syndicate Forum in advocating the Great Reset representing ‘centralisation of control into fewer hands, globalisation and a transformation of society through surveillance technologies.’ (p. 101) The transition to stakeholder capitalism confers unprecedented corporate power and influence, making corporations more powerful in global decision-making than governments. (p. 105) Although this is not discussed in detail, a part of the transition may be an impending financial collapse and a transition to central bank digital currencies, with the phasing out of cash. Other disturbing forecasts come from the intelligence agency Deagel (pp. 120- 125) implying drastic population reductions during this decade, possibly due to nuclear or (unrestricted) biological weapons. – see especially their 2020 disclaimer. It has now become imperative for the public to become aware of the dangers of gain-of-function research involving bioweapons (there are also Pentagon labs situated in Ukraine) and to insist on their complete abolition. The withdrawal of the US from Afghanistan represents the decline of Pax Americana and opens up the way for Chinese investment – seen from the Syndicate angle, it is the means of dismantling America as a superpower and precipitating its decline and the shift towards CCP’s authoritarian system based on social control. Already in 2004, Nicholas forecast the New World Order as ‘a socialist state in which there would be a redistribution of wealth and a reduced standard of living for all Westerners... there would be regimentation and restriction on movement, with no freedom of worship, no freedom to own private property, no free speech, and no freedom to publish.’ (p. 164) The Covid-19 pandemic was a good exercise to test the extent of obedience and conformity (reinforced by behavioural psychology techniques), and the real fall of the West can be seen in the loss of freedom of speech, human rights and democratic values. Nicholas pragmatically concludes that an authoritarian world government is preferable to war and financial collapse, but he hopes that it can eventually transition into a democratic World State, the prospects for which he has outlined in three other books also reviewed in these pages, and which would have sufficient authority ‘to abolish war, enforce disarmament, combat famine, disease and poverty, and solve the world’s financial, environmental and virological problems’ within a universalism that understands cultural diversity. The short-term offers a grim prospect of increasingly centralised digital technocracy offered as a solution amid collapsing ecological and socio- economic systems but designed to reinforce the power of elites such as the WEF and backed by the military-industrial complex with its vast web of wealth, power and influence that is emphatically not in the interests of our overall human welfare and well-being, even if it is presented as such. We need to focus our individual efforts on our own local communities in the meantime as ‘glocalisation’ is also a major trend. The book is indeed a timely and clear-eyed warning to the West informed by Nicholas’s extensive historical and political knowledge as well as his understanding of the dynamics of civilisational rise and decline. ~ David Lorimer, Paradigm Explorer
